Manila Ninoy Aquino International Airport

General Requirement

As of July 5, 2023, the COVID-19 entry requirements for the Philippines remain in place, including the requirement to be fully vaccinated and to have a negative COVID-19 PCR test result.

The Philippines Department of Health has not announced any plans to lift the COVID-19 entry requirements at this time. These requirements include:

  • Proof of vaccination: Passengers must be fully vaccinated against COVID-19. This means having received two doses of an approved vaccine at least 14 days prior to arrival in the Philippines.
  • Negative COVID-19 test result: Passengers must have a negative COVID-19 PCR test result obtained within 48 hours before their departure for the Philippines. The test result must be in English or Filipino and issued by a laboratory approved by the Philippine government.
  • Travel insurance: Passengers must have travel insurance that covers medical expenses and repatriation.

 

Transit Requirements

According to the official website of the Ninoy Aquino International Airport (NAIA), here are the transit requirements for passengers transiting through NAIA in 2023:

  • Valid passport: Passengers must possess a valid passport that remains valid for at least 6 months after their intended departure date from the Philippines.
  • Visa: If a visa is required for transit through the Philippines, passengers must have it with them upon arrival at the airport.
  • Immigration form: Passengers will need to complete an immigration form upon their arrival in the Philippines.
  • COVID-19 documentation: Passengers must provide proof of COVID-19 vaccination and a negative COVID-19 PCR test result obtained within 48 hours prior to departure for the Philippines.
  • Other documentation: Additional documentation, such as a letter of invitation or a copy of the hotel reservation, may be requested.

Failure to provide all the necessary documentation may result in denial of transit through the Philippines.

In addition to the above requirements, passengers may also undergo random COVID-19 testing upon arrival in the Philippines. If selected for testing, passengers will be required to provide a sample of saliva or undergo a nose and throat swab. Test results will be available within a few hours.

Immigration Process

Arrival (International)

  1. Deplaning: Once the passengers' plane has landed, they will be required to disembark and follow the signage to the immigration area.
  2. Immigration: Passengers will be asked to present their passport, visa, and other necessary documents to the immigration officer. The officer will verify the provided documentation and may conduct a brief interview if needed.
  3. Quarantine inspection: Passengers who are not fully vaccinated or have not yet recovered from COVID-19 may undergo a quarantine inspection. This process typically involves providing a saliva or nasal and throat swab sample for testing. The test results will usually be available within a few hours.
  4. Baggage claim: Passengers will need to proceed to the designated area to retrieve their checked baggage.
  5. Exiting the airport: Once passengers have collected their baggage, they are free to exit the airport premises.

 

Here are some additional details about the international arrivals procedure at NAIA:

  • e-CIF: passengers arriving in the Philippines are required to complete the e-CIF (Electronic Case Investigation Form) prior to their arrival. The form can be filled out online on the Philippine Red Cross website.
  • Vaccination status: Passengers who are not fully vaccinated against COVID-19 must provide proof of vaccination to the immigration officer. Additionally, they may be selected for random COVID-19 testing upon arrival in the Philippines.
  • Quarantine: Passengers who are not fully vaccinated are required to undergo a 5-day quarantine upon arrival in the Philippines. The quarantine can be conducted at a government-approved facility or a private residence.
  • Monitoring: Passengers will be monitored by the Department of Health (DOH) for 14 days following their arrival in the Philippines. This entails reporting their health status to the DOH on a daily basis.

 

 

Departure (International)

  1. Check-in: Passengers are required to check in at least 2 hours before their scheduled flight departure time. Check-in can be done online, at the check-in desk, or using the self-service check-in machines.
  2. Security: All passengers departing from NAIA must go through the security screening process. Passengers will need to remove their shoes, belt, and jacket, and may also be asked to take out their laptop and liquids from their carry-on luggage.
  3. Baggage drop: After passing through security, passengers should proceed to the baggage drop area. They will need to scan their boarding pass and deposit their checked baggage.
  4. Immigration: Passengers will be required to present their passport and visa to the immigration officer. The officer will verify the documents and may ask some questions.
  5. Boarding: Boarding for flights typically commences 30 minutes prior to the scheduled departure time. Passengers will need to present their boarding pass and passport to the boarding gate agent before being allowed to board the flight.
