New Entry Requirements for Foreign Visitors

Starting from December 1st, 2023, the Malaysian Immigration Department has introduced the Malaysia Digital Arrival Card (MDAC) for all foreign visitors. This digital form must be completed 3 (three) days before arriving in Malaysia.

 

Exemptions:

  • Passengers who are transiting or transferring through Singapore without seeking immigration clearance.
  • Malaysian permanent residents.
  • Malaysian Automated Clearance System (MACS) holders.

 

MDAC Registration:

Passengers can register and submit the MDAC on the Immigration Department's official website. Information required includes date of arrival, date of departure, mode of transport (air, land, or sea), and last port of embarkation.

 

Entry Process:

Upon arrival, visitors must present both their passports and the completed MDAC to the Immigration officer. Autogates at KLIA's Terminal 1 or Terminal 2 are available for eligible passengers from 10 countries, including Australia, Brunei, Germany, Japan, South Korea, New Zealand, Saudi Arabia, Singapore, the United States, and the United Kingdom.

Transit Policy

Passengers who do not require immigration clearance are permitted to transit through Kuala Lumpur International Airport (KLIA). The transit duration should not exceed 24 hours. To ensure a smooth transit experience, please adhere to the following requirements:

  • Check-in for all flights at the original departure point, and ensure baggage is checked-through.
  • Hold a valid ticket and entry approval for the next destination within the 24-hour transit period.
  • Remain within KLIA or the terminal building; exiting is not allowed.
  • For international transit, there is no requirement for a COVID-19 test.
  • Changing terminals is not permitted if the connecting flight is in another terminal.
